>> good evening, brian. the story of construction on the connecticut coast is going to sound familiar. the surge came up fast and high, reaching to about my shoulders. it was then that one of these houses here caught fire from a downed power cable . it then set the neighboring house on fire , and, of course, there was nothing the fire department could do because of all the water here. they couldn't get in here until later on this afternoon when the waters receded. they did what they could to put out what remained of the blaze, at that point the houses were already destroyed. connecticut like the other new england states as far north as paine are in a state of recovery, that means that residents from communities like this one are coming back in to assess the damage. and the residents of old saybrook are in something of a state of shock , because last year, hurricane irene came in around the same time and did extensive damage. they spent the year trying to repair that damage only to have their houses damaged again last night by hurricane sandy. we talked to a lot of them, and they actually added a silver lining . hard to imagine amidst all of this damage, they said, even with the damage and the floods and the fires, no one in this community was hurt, that's because when they were told to leave, that's exactly what they did. brian?

Pearson Plc (NYSE:PSO) and Bertelsmann A.G. agreed today that the two would combine their book-publshing operations, Random House and Penguin respectively, in a joint venture, to be called Penguin Random House. "The combination of Penguin and Random House would create a book-publishing powerhouse responsible for roughly a quarter of global English-language consumer book sales,"?writes the Wall Street Journal. "The joint venture... will create a publishing giant that will have more heft at a time when the book business is being rocked by the rise of online retailers and e-books," like Amazon.com Inc. (NASDAQ:AMZN), Apple Inc. (NASDAQ:AAPL) and Google Inc. (NASDAQ:GOOG). "Together, the two publishers will be able to share a large part of their costs, to invest more for their author and reader constituencies and to be more adventurous in trying new models in this exciting, fast-moving world of digital books and digital readers," said Marjorie Scardino, Pearson's chief executive.?In other words, the cost-savings will enable the publishers to compete more effectively, but there is more to it than that. Earlier this month, Google Inc. (NASDAQ:GOOG) reached a settlement with several book publishers, Pearson Plc (NYSE:PSO) included, "allow publishers to choose whether Google digitizes their books and journals," writes the New York Times. "The deal allows publishers to choose whether to allow Google to digitize their out-of-print books that are still under copyright protection. If Google does so, it will also provide them with a digital copy for their own use, perhaps to sell on their Web sites." The litigation began several years ago when e-books were still in their infancy, and long before Amazon.com Inc. (NASDAQ:AMZN)?Kindles and Apple Inc. (NASDAQ:AAPL)?iPads, and it doesn't solve some of the issues Google Inc. (NASDAQ:GOOG) has faced with authors. But, as explained by the New York Times, "under the settlement, publishers get the benefit of Google digitizing out-of-print books that they might not otherwise have turned into e-books. Meanwhile, Google can expand the library of e-books it sells to consumers."

?What?s really exciting about today?s settlement is the fact that Google will be getting access to books that have long been out of print, that are in copyright,? said Tom Turvey, director of strategic partnerships at?Google Inc. (NASDAQ:GOOG). ?It?s good for users who weren?t able to buy them before, and for publishers.?

>> reporter: good evening, brian, it certainly is, and over the next couple of hours, rhode island is bracing for the worst part of the storm, the worst rain, wind and flooding. we have been watching the flooding all day, up close to the sea wall in narragansett , starting to breach the high tide , and the waters just kept coming in. the police kept saying it was the worst flooding they have ever seen, and that was hours ago. high tide is expected again at 8:00. and that is the time where the governor says they could expect life-threatening flood levels. and all over massachusetts, the police were concerned people wouldn't take this storm seriously enough. and they made sure they warned people about about it. but a lot of people looking at the storm maps seeing the center cross over new jersey thought they would be okay. they realize now what a mistake that was. 80,000 people in the state are without electricity, there are rescue crews on the roads trying to clear trees from the roads. and we were in some coastal communities today that are completely under water. and as i said, the worst is yet to come.

Primates' brains make visual maps using triangular grids

ScienceDaily (Oct. 28, 2012) ? Primates' brains see the world through triangular grids, according to a new study published online October 28 in the journal Nature.

Scientists at Yerkes National Primate Research Center, Emory University, have identified grid cells, neurons that fire in repeating triangular patterns as the eyes explore visual scenes, in the brains of rhesus monkeys.

The finding has implications for understanding how humans form and remember mental maps of the world, as well as how neurodegenerative diseases such as Alzheimer's erode those abilities. This is the first time grid cells have been detected directly in primates. Grid cells were identified in rats in 2005, and their existence in humans has been indirectly inferred through magnetic resonance imaging.

Grid cells' electrical activities were recorded by introducing electrodes into monkeys' entorhinal cortex, a region of the brain in the medial temporal lobe. At the same time, the monkeys viewed a variety of images on a computer screen and explored those images with their eyes. Infrared eye-tracking allowed the scientists to follow which part of the image the monkey's eyes were focusing on. A single grid cell fires when the eyes focus on multiple discrete locations forming a grid pattern.

"The entorhinal cortex is one of the first brain regions to degenerate in Alzheimer's disease, so our results may help to explain why disorientation is one of the first behavioral signs of Alzheimer's," says senior author Elizabeth Buffalo, PhD, associate professor of neurology at Emory University School of Medicine and Yerkes National Primate Research Center. "We think these neurons help provide a context or structure for visual experiences to be stored in memory."

"Our discovery of grid cells in primates is a big step toward understanding how our brains form memories of visual information," says first author Nathan Killian, a graduate student in the Wallace H. Coulter Department of Biomedical Engineering at Georgia Tech and Emory University. "This is an exciting way of thinking about memory that may lead to novel treatments for neurodegenerative diseases."

In the experiments in which rats' grid cells were identified, the cells fired whenever the rats crossed lines on an invisible triangular grid.

"The surprising thing was that we could identify cells that behaved in the same way when the monkeys were simply moving their eyes," Buffalo says. "It suggests that primates don't have to actually visit a place to construct the same kind of mental map."

Another aspect of grid cells not previously seen with rodents is that the cells' responses change when monkeys are seeing an image for the second time. Specifically, the grid cells reduce their firing rate when a repeat image is seen. Moving from the posterior (rear) toward the anterior (front) of the entorhinal cortex, more neurons show memory responses.

"These results demonstrate that grid cells are involved in memory, not just mapping the visual field," Killian says.

Consistent with previous reports on grid cells in rats, Killian and Buffalo observed "theta-band" oscillations, where grid cells fire in a rhythmic way, from 3 to 12 times per second. Some scientists have proposed that theta oscillations are important for grid cell networks to be generated in development, and also for the brain to put together information from the grid cells. In the monkeys, populations of neurons exhibited theta oscillations that occurred in intermittent bouts, but these bouts did not appear to be critical for formation of the spatial representation.

Vision is thought to be a more prominent sense for primates (monkeys and humans) compared with rodents, for whom touch and smell are more important. While grid cells in rodents and primates were detected in different types of experiments, Buffalo says that it doesn't mean grid cells necessarily have a different nature in primates.

"We are now training a monkey to move through a virtual 3-D space. My guess is that we'll find grid cells that fire in similar patterns as the monkey navigates through that space," she says.

Buffalo says future experiments could examine how monkeys navigate in real space, including changes in head or body orientation, to determine how grid cells respond.

Health Insurance Companies Are Worried About A Romney Victory ...

mitt romney healthcareWASHINGTON (AP) ? You'd think health insurance CEOs would be chilling the bubbly with Republican Mitt Romney's improved election prospects, but instead they're in a quandary.

Although the industry hates parts of President Barack Obama's health care law, major outfits such as UnitedHealth Group and BlueCross Blue Shield also stand to rake in billions of dollars from new customers who'll get health insurance under the law. The companies already have invested tens of millions to carry it out.

Were Romney elected, insurers would be in for months of uncertainty as his administration gets used to Washington and tries to make good on his promise repeal Obama's law. Simultaneously, federal and state bureaucrats and the health care industry would face a rush of legal deadlines for putting into place the major pieces of what Republicans deride as "Obamacare."

Would they follow the law on the books or the one in the works? What would federal courts tell them to do?

The answers probably would hinge on an always unwieldy Congress.

Things could get grim for the industry if Republicans succeed in repealing the Affordable Care Act's subsidies and mandates, but leave standing its requirement that insurers cover people with health problems. If that's the outcome, the industry fears people literally could get health insurance on the way to the emergency room, and that would drive up premiums.

"There are a lot of dollars and a lot of staff time that's been put into place to make this thing operational," G. William Hoagland, until recently a Cigna vice president, said of the health care law.

Insurers "are not going to be out there saying, 'Repeal, repeal, repeal,'" added Hoagland, who oversaw public policy at the health insurance company. "They will probably try to find the particular provisions that cause them heartburn, but not throw the baby out with the bath water."

The Romney campaign isn't laying out specifics on how the candidate would carry out his repeal promise, other than to say the push would begin on his first day in office. Romney has hinted that he wants to help people with medical conditions, doesn't say what parts of the health care law he'd keep.

Likewise, America's Health Insurance Plans, the major industry trade group, isn't talking about what its members are telling the Romney campaign, though informal discussions are under way through intermediaries. Insurers like Romney's plan to privatize Medicare, and some point out that it looks a lot like Obama's approach to covering the uninsured.

Robert Laszewski, an industry consultant and blogger, says the tension is becoming unbearable.

"I spend a lot of time in executive offices and board rooms, and they are good Republicans who would like to see Romney win," said Laszewski. "But they are scared to death about what he's going to do."

There is no consensus among Republicans in Congress on how to replace Obama's law, much less anything like a bipartisan middle ground on health care, a necessity if the House retains its GOP majority and the Senate remains in Democratic hands.

In contrast, Obama's law is starting to look more and more like a tangible business opportunity. In a little over a year, some 30 million uninsured people will start getting coverage through a mix of subsidized private insurance for middle-class households and expanded Medicaid for low-income people. Many of the new Medicaid recipients would get signed up in commercial managed care companies.

A recent PricewaterhouseCoopers study estimated the new markets would be worth $50 billion to $60 billion in premiums in 2014, and as much as $230 billion annually within seven years.

Under the law, insurance companies would have to accept all applicants, including the sick. But the companies also would have a steady stream of younger, healthier customers required to buy their products, with the aid of new government subsidies. That finally could bring stability to the individual and small-business insurance markets.

At a time when employer coverage has been eroding, government programs such as Medicare, Medicaid, and now Obama's law are becoming the growth engines for the industry's bottom line. The trend seems too big to derail, says Morningstar analyst Matthew Coffina, who tracks the health insurance industry.

"I think it's limited what they'll be able to accomplish in terms of repeal," said Coffina. "We have to remember that Romney implemented very similar legislation" as governor of Massachusetts.

If Romney wins he's more likely to reduce the scope and scale of the law, Coffina added. Possibilities include delaying all or parts of the new coverage, particularly a Medicaid expansion that GOP governors don't like.

The industry has three items in particular it wants stripped out: cuts to Medicare Advantage private insurance plans; a requirement that insurers spend 80 percent of premiums on medical care or rebate the difference to their customers; and new taxes on insurance companies. But CEOs don't share the visceral objection that many Republicans have to a bigger government role in health care.

Industry executives "are Republicans in the sense that they're worried about the bottom line and they want to retain private sector involvement," said Hoagland, the former Cigna vice president. "But some of their bottom line is now driven by Medicare and Medicaid. So it's not like they're red or blue. It's more like purple."

Chinese officials bow to protests against factory

NINGBO, China (AP) ? Thousands of protesters who marched through an eastern Chinese city on Sunday against the expansion of a petrochemical factory won a pledge from the local government that the project would be halted.

The protest, which comes at a sensitive time in China's political calendar, had swelled over the weekend and led to clashes between citizens and police. The Ningbo city government said in a statement Sunday evening that they and the project's investor had "resolutely" agreed not to go ahead with the expansion. The factory is a subsidiary of Sinopec, one of the biggest petrochemical companies in the world.

Outside the government offices where crowds of protesters remained, an official tried to read the statement on a loudspeaker but was drowned out by shouts demanding the mayor step down. On the third attempt, the crowd briefly cheered but then turned back to demanding that authorities release protesters being held inside.

Liu Li, 24, a Ningbo resident, said the crowd did not believe the government's statement.

"There is very little public confidence in the government," she said. "Who knows if they are saying this just to make us leave and then keep on doing the project."

The city government was likely under great pressure to defuse the protest with China's leadership wanting calm for a party congress next month at which the country's new leaders will be named. It was unclear whether local authorities will ultimately cancel the project or continue it when the pressure is lower.

Hundreds of people outside the government offices refused to budge despite being urged to leave by officials. Riot police with helmets and shields then came out of the government compound and pushed the crowd back. Some people including families ran away. Police dragged six men and one woman into the compound, beating and kicking at least three of them. Police also smashed placards and took away flags.

The crowd roared for the protesters' release. Police also briefly detained ITN correspondent Angus Walker outside the offices.

The demonstration in wealthy Zhejiang province is the latest this year over fears of health risks from industrial projects, as Chinese who have seen their living standards improve become more outspoken against environmentally risky projects in their areas.

"The government hides information from the people. They are only interested in scoring political points and making money," said one protester, Luo Luan. "They don't care about destroying the environment or damaging people's lives."

The protests began a few days earlier in the coastal district of Zhenhai, where the petrochemical factory is located. On Saturday they swelled and spread to the center of Ningbo city, whose officials oversee Zhenhai.

Residents reported that Saturday's protests involved thousands of people and turned violent after authorities used tear gas and arrested participants.

Authorities said "a few" people disrupted public order by staging sit-ins, unfurling banners, distributing fliers and obstructing roads.

Early Sunday, thousands of residents began gathering outside the offices of the municipal government. Hundreds marched away from the offices in an apparent effort to round up more support along nearby shopping streets. Police diverted traffic to allow them to pass down a main road.

The crowds in Ningbo are a slice of China's rising middle class that poses an increasingly boisterous challenge to the country's incoming leadership: Armed with expensive smartphones, Internet connectivity and higher expectations than the generations before them, their impatience with the government's customary lack of response is palpable in every fist pump and every rendition of the national anthem they shout.

A 30-year-old woman surnamed Wang said officers took her to a police station Saturday and made her sign a guarantee that she would not participate in any more protests, but she came back Sunday anyway.

"They won't even let us sing the national anthem," Wang said. "They kept asking me who the leader of the protests was and I said that this is all voluntary. We have no leader."

In a sign that censors were at work, the name "Zhenhai" ? the city district where the factory is located ? was blocked on China's popular microblogging site Sina Weibo, and searches for "chemical expansion project" were greeted with the line that "Some search results are not shown according to regulations."

Protester Yu Yibing said he wanted the factory to be closed and his 7-year-old son to grow up in a clean environment.

"As the common people, we need to live in a green environment. This is a reasonable request," Yu said. "But the government only puts out some statement and refuses to see us and also suppresses us. I don't know how else we can express our views."

The Zhenhai district government, which comes under the Ningbo government, said Ningbo's Communist Party chief, Wang Huizhong, and mayor, Liu Qi, had held discussions with local residents Saturday night.

It said in a short statement on its website Sunday evening that the project wouldn't go ahead and that refining at the factory would stop for the time being while a scientific review is conducted.

The official Xinhua News Agency said the planned project was designed to produce 15 million tons of refined oil and 1.2 million tons of ethylene per year and belongs to Sinopec Zhenhai Refining & Chemical Co., which has invested 55.87 billion yuan ($8.9 billion).

Calls to Zhenhai police and the propaganda department of Ningbo police rang unanswered Sunday.

Past environmental protests have targeted a waste-water pipeline in eastern China and a copper plant in west-central China. A week ago, hundreds protested for several days in a small town on China's Hainan island over a coal-fired power plant.

Managing a technological business as an individual is not possible. It requires a team that is passionate, talented and believes in technology as a strategic tool and not the magical solution to solve all problems. For this week I would say Mrs. Gloria Buckman Yankson inspired me most. Even though I have not spoken to her yet, I have been to events where she was giving a talk and just from listening to her you can almost understand why she is so successful. Her work ethic really inspires me.?

Managing a Technological Business is very interesting. Something that works better and fine today may not be up to the accepted standard the next day. Maxwell:?Well, we have not been in business for a year yet, but in the short period we have been operating, a major challenge has been the process of taking clients through the learning curve and managing change. Customers always want more even when they were ignorant of the impending need. We have to help them match our services and value proposition to their needs and deliver efficiently.

How do you know when you are failing in Product Development and how do you make a correction - do you make the decision on your own, or do you consult your team?

Most of the time, decisions for corrections is in consultation with the team. This is because the decision to take a particular line or route is initiated by myself but discussed and agreed at the team level. That way everyone buys into the vision and revised to make the most out of that decision. With that in place, when changes are going to be made, every member of the team must be made aware and ready to shift for the change to take place. Identifying failure in Product development is mainly through quality assurance analysis which is also agreed at the initiation of each product segment, that way once we are out of line with our blue print we automatically know something is failing which can either be from a good source or bad.

What signals from your consumers do you look for to signify that you are winning?

Some of the few signals from consumers that signify our product or service is winning is when consumers continue to use our services and ask for more improvement and efficiency. That make me know we are still solving a need and have to make it more efficient. Another is when they are willing to give advice and share ideas t improve service delivery.
