Rand Paul: I?m Very Concerned About This President Garnering So Much Power

Rand Paul was on Hannity tonight to discuss Barack Obama?s attempt today to ram through gun control measures by executive privilege. Paul is not a fan of Obama?s arrogance. ?I?m very concerned about this president. FDR had a little bit of this king complex also. We had to limit FDR finally becaused he served so many terms that I think he would have ruled in perpetuity. I?m very concerned about this president garnering so much power and arrogance that he thinks he can do whatever he wants.?

The Executive Order the NRA Should Fear the Most

President Obama is looking at issuing 19 executive actions on gun control, and while gun enthusiasts fear a gun ban that can't happen by executive order, there is one proposal that should make the gun lobby plenty nervous: allow the Centers for Disease Control and Prevention to research gun violence.?The possibilities to emerge from Vice President Joe Biden's gun commission, as?The New York Times catalogs them, appear to mostly involve steps like more background checks on gun buyers or making it easier for federal agencies to share mental health and gun records. They are mostly small ways that Obama can, without needing Congressional approval, keep bad guys from getting guns. But there's one very big, and potentially momentous measure that Obama can achieve with an executive order: by allowing the CDC to conduct research on guns, we'd know more about what happens when good guys have guns.

RELATED: Don't Worry, NRA: Obama Can't Do Much on Guns by Himself

Despite the fears of some genuine gun nuts threatening civil war, Obama can't issue a gun-grabbing executive order. An assault weapons ban would have to go through Congress. Biden's proposals will mostly involve better enforcement of existing laws, which are supposed to keep legal guns out of the hands of criminals.?Which is popular! No one wants bad guys to have guns. Bad guys do bad things with guns.?

RELATED: Drudge Got His Hitler Gun-Control Idea from Forwarded Emails

But what the gun lobby wants is more good guys -- normal average citizens like teachers and movie theater patrons -- to have more guns. That is why it has been fighting since the mid-1990s to block any science that might show the costs of lots of good guys having lots of guns might outweigh the benefits.

RELATED: Obama and the White House Have a Bad Gun-Metaphor Habit

In 1996,?some members of Congress tried to completely defund the CDC's National Center for Injury Prevention and Control, which was doing gun research,?Live Science?explains. Instead, lawmakers stripped $2.6 million from the CDC's budget -- the exact amount it had spent on gun injury research the year before. Congress forbade research that might?"advocate or promote gun control." In 2003, Kansas Rep. Todd Tiahrt forbid the Bureau of Alcohol, Tobacco, Firearms and Explosives from giving researchers data about guns used in crime. Last year, the National Institutes of Health was blocked from funding gun research. The efforts have had impressive results. According to a letter to Biden signed by 100 researchers,?The NIH has funded just?three studies?on gun injuries in the last 40 years. Hey, that's three whole studies, right? Hardly censorship! Well, the researchers point out that guns have killed 4 million people since 1973, while four infections diseases have killed just 2,000 -- and the NIH has funded almost 500 studies on them. The letter protests that "legislative language has the effect of discouraging the funding of well-crafted scientific studies."

RELATED: NRA Will Trot Out 'Real Americans' Cliche in Meeting with Biden

This was a direct result of National Rifle Association lobbying,?NPR's Carrie Johnson?explains.?Former Emory University researcher Art Kellermann told NPR that while at Emory, he found that a gun kept at home was 43 times more likely to be used in the death of a member of the household than it was to be used to defend the household from a bad guy. The National Rifle Association pressured Emory to stop Kellermann's research, but it didn't. Kellermann told NPR, "[T]hey turned to a softer target, which was the [Centers for Disease Control and Prevention], the organization that was funding much of this work. And although gun injury prevention research was never more than a tiny percentage of the CDC's research budget, it was enough to bring them under the fire of the NRA."

RELATED: So How Is the NRA Doing, Really?

So far, the gun lobby has been quite successful in selling this. For evidence, look at the advice Chicago Mayor Rahm Emanuel, Obama's former chief of staff and a veteran of the triangulating Clinton administration, gave Democrats during a panel at the Center for American Progress. "Focus the argument on the criminals' access [to guns] and you're going to get a bipartisan majority," Emanuel said,?according to?Roll Call. "It's not about 'gun control.' It's about 'criminal access to guns.' That changes the debate."

Gun control advocates want to change the debate in a different way. Existing laws wouldn't have stopped the Newtown shooting, because Adam Lanza's weapons wer purchased legally by his mom.?She was theoretically a good guy -- a regular, law-abiding citizen -- with a gun. According to several national polls, the shooting has increased the public's desire for gun control, including an assault weapon ban. But most people who are killed by guns aren't killed in a mass shooting or with a military-style rifle. The NRA has an incentive to limit how much the public knows about how guns affect average anonymous people. Science and knowledge can be very powerful. Just ask the tobacco companies.

'Shipwreck Men' Premiere: Dangerous Job Of Salvaging And Raising Wrecked Ships (VIDEO)

  • "The Bachelor"

<strong>"The Bachelor," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> You really think we've seen the last rose handed out? Not in a million years. ABC has already tapped their next "Bachelorette," and we know they'll have their eyes peeled for a hot rejected man from that spinoff to be the next "Bachelor."

  • "The Bachelorette"

<strong>"The Bachelorette," ABC</strong> <br /> <strong>Status:</strong> Likely to be renewed<br /> <strong>Why:</strong> "Bachelor" Brad's also-ran Emily Maynard is getting her turn as the rose giver for the seventh season of "The Bachelorette" this summer. As long as there are people willing to look for love on reality TV, this show will keep on trucking.

  • "Body of Proof"

<strong>"Body of Proof," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> "Body of Proof" has been falling below its timeslot competitor, CBS's "Unforgettable," but it still draws a decent audience and its fans are very vocal. ABC has decided it deserves a third season.

  • "Castle"

<strong>"Castle," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> This show's ratings have definitely suffered without "Dancing With the Stars" airing beforehand, but it is a consistent performer. And now that Castle and Beckett's relationship is evolving, a fifth season of "oh yes they will" is a no-brainer.

  • "Charlie's Angels"

<strong>"Charlie's Angels," ABC</strong> <br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> Not really a shock for anybody, but "Charlie's Angels" is cooked. Flimsy story, bad remake, questionable casting.

  • "Cougar Town"

<strong>"Cougar Town," ABC</strong><br /> <strong>Status:</strong> Renewed -- for TBS!<br /> <strong>Why:</strong> The Season 3 ratings weren't boosted much by holding this show until midseason, but ABC's wonky air schedule also didn't help ... which is why the news that TBS has picked up the show for a fourth season is huge. Cheers with your Big Carl!

  • "Dancing With the Stars"

<strong>"Dancing With the Stars," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> "DWTS" may have lost its luster in the ratings, but if the viewers are still coming.

  • "Don't Trust the B---- in Apartment 23"

<strong>"Don't Trust the B---- in Apartment 23," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> ABC's new bleep-worthy comedy starring Krysten Ritter, Dreama Walker and James Van Der Beek is a funny one, and definitely embraces the quirk (Beek Jeans!), so we're excited to see what they do with a second season.

  • "Desperate Housewives"

<strong>"Desperate Housewives," ABC</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> After countless deaths, murders, betrayals and natural disasters on Wisteria Lane over the show's eight seasons, the ladies of "Desperate Housewives" will say goodbye forever this May.

  • "Extreme Makeover: Home Edition"

<strong>"Extreme Makeover: Home Edition," ABC</strong><br /> <strong>Status:</strong> Canceled <br /> <strong>Why:</strong> After a whopping nine seasons, the do-gooding show came to an end in January. But worry not, it will continue to have a few specials to make viewers cry tears of joy.

  • "GCB"

<strong>"GCB," ABC</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> This "Desperate Housewives"-esque dramedy premiered to less than 8 million viewers, and the phenomenal cast (Kristin Chenoweth, Annie Potts, Leslie Bibb) couldn't bring in a Texas-sized audience, so ABC canceled it.

  • "Grey's Anatomy"

<strong>"Grey's Anatomy," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Shonda Rhimes' medical drama is a ratings juggernaut, even in its eighth season, and with most of her <a href="http://www.huffingtonpost.com/2012/05/10/greys-anatomy-ellen-pompeo_n_1506113.html?ref=tv" target="_hplink">big stars signed on for more</a>, ABC gave the go-ahead for a ninth season.

  • "Happy Endings"

<strong>"Happy Endings," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> This show is way too "ca-yute" to bubble it, and obviously someone high up at ABC agrees. After its first season was moved around and aired all out of order, the network still gave it another chance to find its audience in Season 2 ... and it has, and hopefully will continue to in Season 3.

  • "Last Man Standing"

<strong>"Last Man Standing," ABC</strong><br /> <strong>Status: </strong> Renewed<br /> <strong>Why:</strong> Ratings for Tim Allen's return to sitcoms have been very strong, making it Tuesday's most-watched comedy. If you can beat "Glee" and "The Biggest Loser," a second season is a given.

  • "Man Up!"

    <strong>"Man Up!," ABC</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> ABC pulled the show after eight episodes.

  • "The Middle"

<strong>"The Middle," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Now in its third season, "The Middle" is still holding onto its middle position in the ratings on Wednesday nights, and that seems just about right. It doesn't do "American Idol" or "Survivor" numbers, of course, but with over 7 million viewers, it's a strong comedy for the network that easily beats anything NBC is offering.

  • "Missing"

<strong>"Missing," ABC</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> Ashley Judd lead this drama about a former CIA agent whose son goes missing, kicking her back into action to find him. The series was only set to air 10 episodes, miniseries-style, with the potential for more, but a cancellation means that's all they're getting.

  • "Modern Family"

<strong>"Modern Family," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> "Modern Family" remains ABC's biggest sitcom success story of the last decade, both in ratings and awards love. This critical darling is getting a fourth season of hijinks with the hilarious Pritchett-Dunphy clan.

  • "Once Upon A Time"

<strong>"Once Upon A Time," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> "Once Upon a Time" has gotten praise for being one of the more family-friendly dramas on TV, and it's been pulling in close to 10 million viewers each week because of it. We're excited by the almost endless possibilities for new fairy tale-inspired stories to tackle in Season 2.

  • "Pan Am"

<strong>"Pan Am," ABC</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> Poor "Pan Am" just never quite took off. The series' vintage look actually worked against it, much like NBC's swiftly canceled "Playboy Club" -- guess when you're being compared to award-winning shows like "Mad Men," it makes it more than a little tough to live up to the hype.

  • "Private Practice"

<strong>"Private Practice," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> "Private Practice" has never gotten "Grey's Anatomy"-level ratings, and things got shakier when ABC bumped it to Tuesday nights to make room for creator Shonda Rhimes' <em>other</em> new show, "Scandal," but they've given the show a sixth season order.

  • "Revenge"

<strong>"Revenge," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> With a clever mix of drama, mystery and serious revenge-ing, this is hands down one of the most addictive new shows on TV, and we can't wait to see where they take things in Season 2.

  • "The River"

<strong>"The River," ABC</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> The promise of "Paranormal Activity"-like scares each week quickly fizzled after this show premiered, along with the ratings. The first season's eight episodes came and went, and ABC has nixed any plans for more.

  • "Scandal"

<strong>"Scandal," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Shonda Rhimes' latest show isn't about doctors at all -- and that's why we're glad it's sticking around. Kerry Washington is amazing as Olivia Pope, a Washington, D.C. fixer with a crack team of specialists helping make bad headlines vanish before they're ever written. Here's hoping for more than seven episodes in its second season.

  • "Shark Tank"

<strong>"Shark Tank," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Now in its third season, this reality competition show is unlike any other on network TV and ABC is keeping it around for more for that very reason.

  • "Suburgatory"

<strong>"Suburgatory," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> It's smart, quick and not too cute -- "Suburgatory" is consistently named the sitcom you should be watching, but probably aren't. The great cast makes this one a no-brainer, and the ratings have stayed pretty consistent, too. We're thrilled it's getting a second season to shine!

  • "Work It"

    <strong>"Work It," ABC</strong> <br /> <strong>Status:</strong> Canceled <br /> <strong>Why:</strong> Let us count the ways ...

  • "2 Broke Girls"

<strong>"2 Broke Girls," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why: </strong>At first, people balked at the racist supporting characters, but now it seems that audiences are all over "2 Broke Girls" -- it's ratings have seen a steady increase, and it won the People's Choice Award for Favorite New Comedy.

  • "A Gifted Man"

<strong>"A Gifted Man," CBS</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why: </strong>"A Gifted Man's" total viewer numbers were OK for a Friday night, but a 1.3 rating in the 18-49 demographic is especially bad for CBS. Another bad sign: star Patrick Wilson tweeted about the end: "I had a great time. Thanks to my fans. So happy it's done." And done it is.

  • "The Amazing Race"

<strong>"The Amazing Race," CBS</strong><br /> <strong>Status: </strong>Renewed<br /> <strong>Why:</strong> Voted the best reality show on TV several times (albeit years ago), "The Amazing Race" isn't going anywhere. Ratings have dropped a bit, but are still solid.

  • "The Big Bang Theory"

<strong>"The Big Bang Theory," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Nothing seems to be able to make a dent in this show. With fantastic ratings (it beat "Idol"!) and a rabid following, we'll be seeing plenty more "Big Bang" before its run is over.

  • "Blue Bloods"

<strong>"Blue Bloods," CBS</strong><br /> <strong>Status:</strong> Renewed <br /> <strong>Why:</strong> The anchor of Friday nights on CBS, "Blue Bloods" has performed well, pulling in around 11 million viewers an episode. The show might not have the youngest audience, but it's still enough for CBS to keep it on the schedule.

  • "Criminal Minds"

<strong>"Criminal Minds," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Paget Brewster might be checking out, but "Criminal Minds" is here to stay. In Season 7, the procedural is still a consistently strong ratings performer for CBS.

  • "CSI"

<strong>"CSI," CBS</strong> <br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Whenever the time comes, the "CSI" mothership will end with a lot of fanfare, but not this year. With new faces Ted Danson and Elisabeth Shue around, there is going to be at least one more season.<br />

  • "CSI: Miami"

<strong>"CSI: Miami," CBS</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> Out of the three (!) "CSI" programs on the air, "CSI: Miami" is the one to say goodbye first. The one-time ratings giant has been affected by football overruns (just as "The Good Wife" has) and "CSI: NY" has the edge in terms of total viewers, meaning a "Miami" sunset was inevitable. <br />

  • "CSI: NY"

<strong>"CSI: NY," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Of the two "CSI" spinoffs, "CSI: NY" is the stronger -- pulling in more than 10 million viewers on a Friday night is no easy task -- and with "CSI: Miami" canceled, "CSI: NY's" renewal was a no-brainer.

  • "The Good Wife"

<strong>"The Good Wife," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> This critical darling suffered after its move from Tuesdays to Sundays thanks to sports overruns. The viewers are frustrated, but given its strong cast and Emmy love, the show is still coming back for more.

  • "Hawaii Five-0"

    <strong>"Hawaii Five-0," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Despite the scheduling setback as Alex O'Loughlin seeks treatment, Season 2 is still doing well for CBS in a very competitive timeslot.<br />

  • "How To Be a Gentleman"

<strong>"How To Be A Gentleman," CBS</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> Not even having "The Big Bang Theory" as a lead-in could save this David Hornsby project, which only lasted three episodes.

  • "How I Met Your Mother"

<strong>"How I Met Your Mother," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> CBS renewed "How I Met Your Mother" for two more seasons in March 2011, so fans can look forward to being strung along about the titular mother's identity for a bit longer.<br />

  • "The Mentalist"

<strong>"The Mentalist," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Although the show hit a season ratings low in the middle of February, its fanbase and overall ratings were enough to have it return for another season.

  • "Mike & Molly"

<strong>"Mike & Molly," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Thanks to an Emmy win and Oscar nomination, Melissa McCarthy is a Hollywood power player and CBS is keen to keep her around. Just look at the multiple pilots she has in the works as a behind the scenes player! "Mike & Molly" will be back for a third season.

  • "NCIS"

<strong>"NCIS," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> The long-running procedural has become a ratings juggernaut at a time when most shows start shedding viewers. Season 10 is now happening.

  • "NCIS: Los Angeles"

<strong>"NCIS: Los Angeles," CBS</strong><br /> <strong>Status:</strong>Renewed<br /> <strong>Why:</strong> This show has gone up in the ratings over the last couple of years, and people can't get enough of L.L. Cool J and Chris O'Donnell.

  • "NYC 22"

<strong>"NYC 22," CBS</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> This "Rookie Blue" clone from executive producer Robert DeNiro didn't really move the needle when it premiered midseason; CBS officially axed it with three episodes left to air.

  • "Person of Interest"

<strong>"Person of Interest," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> With ratings matching juggernauts like "Grey's Anatomy" and fans popping up everywhere, we'll be seeing another season of "Person of Interest."

  • "Rob"

<strong>"Rob," CBS</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why:</strong> "Rob's" spot after ratings juggernaut "The Big Bang Theory" probably went a long way in helping it survive to see the end of its first season, but that's as far as it'll get.

  • "Rules of Engagement"

<strong>"Rules of Engagement," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> This show has moved around so much it's hard to remember when it's on, and with six seasons under its belt it's had quite a nice run. Despite slipping ratings and the aforementioned constant switcheroos, there's still a future for "Rules of Engagement."

  • "Survivor"

<strong>"Survivor," CBS</strong><br /> <strong>Status: </strong>Renewed<br /> <strong>Why:</strong> Of <em>course</em> we have "Survivor" coming back for another season. Where else are we going to see petty squabbles and insane behavior on some of the most beautiful beaches in the world?

  • "Two and a Half Men"

<strong>"Two and a Half Men," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Despite a less-than-favorable critical response, the revamped "Two and a Half Men" keeps pulling in respectable numbers every week. Ashton Kutcher, Jon Cryer and Angus T. Jones will all return for a Season 10.

  • "Undercover Boss"

<strong>"Undercover Boss," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> The inherent addictiveness of this show has gone a long way in securing loyal viewers -- it has been on top of the ratings several times this season alone.

Governor-Elect Inslee Names Michael Cockrill CIO of Washington

On Jan. 15, 2013, Washington Governor-Elect Jay Inslee named Michael Cockrill as?the state?s new CIO, replacing Bharat Shyam, who resigned in December.?

"Michael Cockrill is a fantastic choice to be the next CIO of Washington state," said Shyam, who is assisting in the new CIO's transition. "It sets up a new tradition of people from the Seattle area technology community going into public service and contributing to making our society better."?

Cockrill, a technology entrepreneur, has had a successful career in Seattle?s tech start-ups -- he co-founded the photo-sharing site PhotoRocket and Atlas Networks, which provides Triple-Play services to consumers and small business, according to a press release from Inslee's office. He also was a key member of the executive team of Qpass Corp., a pioneering company in the field of mobile commerce, and has held management positions with Microsoft. Cockrill currently is an associate partner at Auxin Partners, a Woodinville, Wash., firm that works to commercialize intellectual property portfolios.

"Michael?s experience creating and building companies shows he understands how to marshal innovation and deliver on the promise of technology,? Inslee said in a prepared statement. ?With the rapid pace of technological change, we need someone like Michael who understands that change without substantive improvement won?t advance our efforts to make government more efficient, effective and transparent.?

Cockrill brings a deep knowledge of technology and software and how they interact with people, Shyam said. "He asks a lot of great questions and digs deep, is skilled in understanding and applying technology, and is a great communicator."

Cockrill begins on Jan. 23, 2013.

As CIO for Washington state, Cockrill?will oversee the state?s strategic vision for IT, a key part of Inslee's efforts to bring fundamental change to state government, and is responsible?for evaluating state agencies? "I have had the rare opportunity to spend several hours with my predecessor in this role, Bharat Shyam," Cockrill said. "It is clear to me that I am ?standing on the shoulders of giants.? For the last 13 months, Bharat has been a great asset to the state. My first goal will be to continue the work that he has started as I come to an independent understanding of needs of the role."

Newtown rejects NRA proposal to arm teachers

Newtown, Conn., Superindent of Schools Janet Robinson on Wednesday blasted critics who suggested armed teachers would have stopped the Sandy Hook Elementary School shooting.

Robinson, speaking on Capitol Hill during a House hearing on gun violence, said she felt remarks made in the wake of the shooting suggesting that Principal Dawn Hochsprung could have killed the shooter had she been armed were "insensitive." Robinson said, "She wasn?t at her desk and no good principal is."

Robinson flat-out rejected the NRA proposal to place armed guards in every classroom in America, noting that the weapon used in the Sandy Hook shooting was a semi-automatic. "They didn't have a chance," she said.

And she added that she doesn't envision elementary school teachers "packing" weapons while they sit on the carpet with small children?children who she said could be at risk around inexperienced gun owners.

Robinson called on Congress to help offer long-term support to her community. "Mental health is a big piece when you have lost your whole sense of safety," she said, noting that Newtown residents want concrete signs of safety including a visible police presence.

The hearing, hosted by House Democrats, was designed to gather input on how to combat gun violence. Though Congress was out of session, the event drew more than 60 members from both parties to a standing-room-only venue that required an overflow room.

Earlier on Tuesday, President Barack Obama, standing beside Vice President Joe Biden, had unveiled a sweeping plan to combat gun violence.

Fitch: US top rating at risk over debt ceiling squabble

    9 hrs.

The dysfunctional U.S. government is putting the nation's top?credit rating at risk again.

Fitch Ratings warned Tuesday that failure to raise the debt ceiling in a "timely manner" would prompt it to formally review the U.S.'s Triple-AAA credit rating, which influences the nation's borrowing costs.

"Fitch Ratings' expectation is that Congress will raise the debt ceiling and that the risk of a U.S. sovereign default remains extremely low. Nonetheless, and in line with our previous guidance, failure to raise the debt ceiling in a timely manner will prompt a formal review of the U.S. sovereign ratings," Fitch Ratings said in a statement.

Congress has to increase the country's debt limit, which effectively rules how much debt the U.S. can have, by March 1 or face a potential default. There are fears that the debate will descend into the sort of squabbling and political brinkmanship that marked the last effort to raise the ceiling in the summer of 2011. The U.S. Treasury Department warned then that it had nearly reached a point where it would be unable "to meet our commitments securely."?

Related story: Debt ceiling fight could be threat to economy

Standard & Poor's was so concerned by the dysfunctional nature of the 2011 debate that it stripped the U.S. of its triple A rating for the first time in the country's history. Like Fitch, Moody's has a negative view on the U.S. outlook.?

"The pressure on the U.S. rating, if anything, is increasing," said David Riley, managing director of Fitch Ratings' global sovereigns division. "We thought the 2011 crisis was a one-off event .... if we have a repeat we will place the U.S. rating under review."?

Fitch already has a negative outlook on the U.S. as the country's debt burden has risen to around 100 percent of its gross domestic product, and has said it will make a decision on the rating this year, regardless of how the debt ceiling discussions pan out. The U.S. government reached its statutory debt limit of nearly $16.4 trillion at the end of 2012 but has engineered extraordinary measures that should see it through February.?

Riley's comments come just two weeks after U.S. lawmakers agreed a budget deal with the White House that avoided the so-called "fiscal cliff" of automatic tax increases and spending cuts that many economists thought could plunge the U.S. economy, the world's largest, back into recession. Relief that a deal was cobbled together, albeit at the final hour, is one of the reasons why sentiment in the financial markets has been buoyant in the first trading days of the new year. Many stock indexes around the world are trading at multi-year highs.?

"The 'fiscal cliff' bullet was dodged .... (but it's) a short-term patch," said Riley.?

Riley warned that the different arms of the U.S. government still have a number of issues to address. As well as increasing the debt ceiling, they have to agree to spending cuts that were delayed as part of the 'fiscal cliff' agreement and back measures to avoid a government shutdown, potentially in March.?

Though short-term fixes are more likely than not, Riley said the U.S. political environment is not as good as it should be for a country holding the gold-chip AAA rating. The past few years, Riley said, have been marked by "self-inflicted crises" between deadlines.?

The major reason behind the lack of swift action in the U.S. is that the Democrats control the White House and the Senate, while the Republicans have a solid majority in the House of Representatives. Both sides have differing visions of the role of the state in society and often varying political objectives.?

Despite his cautious tone on the rating, Riley said the U.S. has a number of huge advantages and that getting the country's public finances into shape will not require the same level of austerity that many countries in Europe have had to enact over the past few years, partly because the U.S. economy is growing at a steady rate.?

Other factors Fitch says support the U.S.'s AAA rating are the country's economic dynamism, lower financial sector risks, the rule of law as well as the global benchmark status of the country's bonds and the dollar.?

However it says these "fundamental credit strengths are being eroded by the large, albeit steadily declining, structural budget deficit and high and rising public debt."?

The Associated Press contributed to this report.

Ryan gives Rubio?s immigration reform outline a thumbs up

Former vice presidential candidate Paul Ryan says he supports "the principles" of an immigration reform proposal from Republican Florida Sen. Marco Rubio, a sign that the party may be coalescing around its own plan to overhaul the nation's laws.

"Senator Rubio is exactly right on the need to fix our broken immigration system," the congressman wrote on his Facebook page on Monday, with a link to a Wall Street Journal article that includes Rubio's key immigration goals. "I support the principles he?s outlined: modernization of our immigration laws; stronger security to curb illegal immigration; and respect for the rule of law in addressing the complex challenge of the undocumented population. Our future depends on an immigration system that works."

Republicans and Democrats are both in the early stages of building coalitions for support for what could be a major immigration bill later this year.

Rubio and Ryan, considered among Republicans to be possible future presidential candidates, appeared together at a dinner in Washington, D.C., in December, where they both outlined their visions for the party's future.
