Turkish couples kiss in subway in protest

ANKARA, Turkey (AP) ? Dozens of couples have locked lips at a subway stop in Turkey's capital, Ankara, to protest subway authorities' admonishment of a couple that kissed in public.

Turkish media say that, earlier in the week, Ankara subway officials made an announcement asking passengers "to act in accordance with moral rules" after security cameras spotted the couple kissing.

The issue prompted an opposition lawmaker to question the Islamist-rooted ruling party, which many secularists fear wants to expand the role of Islam in Turkey, about whether subway officials were authorized to make such demands.

Some 100 people in the station kissed for several minutes in protest Saturday. Demonstrators carried signs reading "Free Kisses" and chanted slogans.

A pro-Islamist group of some 20 people staged a counter-protest. Police set up barricades between the groups.

The protests began with a march through Nairobi's streets, with demonstrators chanting and carrying placards critical of Members of Parliament (MPs). Protesters had planned to then go inside and "Occupy Parliament," but that proved difficult after police in riot gear surrounded the building.

The police made 15 arrests, but struggled to control the agitated crowd as well as a drove of pigs ??bearing the inscriptions "MPigs" ? which demonstrators brought to the assembly's entrance. They also covered the ground with pig blood, which the pigs mingled in.

?We want to see resources being directed to service delivery, not meeting the wage bill? of lawmakers, says Morris Odhiambo, the director of the Centre for Law Research International.

According to Mr. Odhiambo, many Kenyans were living in deplorable conditions, because their tax money has either been stolen or paid to undeserving people. Nurses and teachers, who have sought pay increases, have not received serious attention from the government, he says. ?The attempt by MPs to increase their salary emphasizes the highest level of impunity.?

Kenya recently decreased the legislators? annual earnings from $120,000 to $75,000 to rein in the burgeoning salary expenses, following the creation of new state offices by a new constitution. Some analysts were already warning government operations may become unsustainable unless the government controls salaries of state officers.

Disregarding the developments, MPs have demanded an upward adjustment of the salary from the current $6,250 back to $10,000 per month, demands that have angered the public.

?If they can?t take the pay, they should resign. We want to rein in their greed. They have not done any work and we are disappointed they are seeking a pay raise even before they work,? says Mr. Simon Muoki, a young environmental rights campaigner.

?This has been our country?s problem for the last 50 years. MPs have forced decisions ? including their pay ??in disregard of the feelings of those who elect them,? says Jedida Wanjiru, an octogenarian at the demonstrations.

For the past month, the lawmakers have arm-twisted the Salaries and Remuneration Commission (SRC), a government body that?s sets salaries of all state officers. With MPs threatening to disband it, the SRC has stuck to its guns.

On Monday?the commission said it will not increase the salary even with threats and intimidation. Sarah Serem, SRC?s chairperson said the commission?s concern was how to reduce the wage bill so that the savings can be used for development work. She said Kenya's total revenue was $11.8 billion, but the country spends $5.7 billion on salaries.

?This amount is not only huge, but it is unaffordable and unsustainable. It stands in the way of the country?s development agenda,? Ms. Serem told a news conference in Nairobi.

Auto Insurance, What Every Driver Needs. | Insurance Auto

Every driver needs to have insurance. Do you know how to find out the kind and amount of insurance you need? It is easy to get frustrated as you try to consider all of your options for auto insurance. However, there is no reason to feel intimidated. These tips will help you to learn the ins and outs of auto insurance.

Get quotes from a variety of insurance companies before purchasing a policy. Each company uses a different formula, based on your answers to their questions and previous driving records, to figure out what your insurance premium is. By shopping around, you can really save money.

To cut down on your monthly insurance bill, try cutting back on the amount of miles you drive each year. People who drive less typically enjoy lower rates from their auto insurance companies.

Keep your driving record as clean as possible. When accidents and tickets are on your driving record, your insurance costs can go through the roof. If you can?t avoid these things, try lowering your rates and cleaning your record through traffic school.

Learn about the range of coverages before you choose auto insurance. There are many different situations that come into play when determining the cost of insurance. If you cause an accident that results in the death or bodily injury of another person, bodily injury liability insurance will protect you financially.

When purchasing auto insurance for a teenage son or daughter, be sure to compare the cost of adding your child to the policy you have currently and purchasing a separate policy. It can sometimes be cheaper to purchase a different policy, but this depends on what vehicles are involved.

Liability insurance is required in many states for those who operate motor vehicles. As a citizen, it is your responsibility to be aware of your state?s auto insurance requirements, and to maintain a policy that meets or exceeds the minimum levels of coverage mandated by your state. Getting in an accident and not having adequate insurance coverage can have major financial consequences, and it can also be a violation of law.

Ask your auto insurance agent for a list of discounts offered by his company. Look at each discount to find any that apply to you so you can be sure to save money as much as possible.

You can pay less for auto insurance if you subscribe to a bundle insurance. Shop around to see what bundled insurance packages are available to you. Find out what deals are available for obtaining car, home and life insurance together. A bundled insurance package does not always offer the best coverage and you should be sure to select plans that offer you a good price for good coverage for both your home and car.

These are just a few of the many ways that you can understand more about choosing auto insurance. As you learn more about insurance, it becomes easier to understand. Once you fully understand all the ins and outs of insurance, you will be better prepared to determine your own needs.

Unhappy with how your fave series is faring? Amazon gives you a say

SAN FRANCISCO (Reuters) - Amazon is once again shaking up traditional publishing models. This time, it's giving fans a chance to add their own personal touches to their favorite fiction - and get paid in the process.

This week, Amazon.com Inc announced "Kindle Worlds," which offers aspiring writers an opportunity to pen their own takes on franchises in books, TV, movies, even games and comics. The world's largest Internet retailer plans to license content, then accept submissions online that may then be sold through its Kindle ebook store.

Things will kick off with Amazon licensing three teen TV series - "Gossip Girl", "Pretty Little Liars" and "The Vampire Diaries" - from Warner Bros Television Group's Alloy Entertainment, Amazon said on its website. More content deals will be announced in coming weeks.

Amazon has in the past decade emerged as the most disruptive force in publishing. It popularized digital books with its Kindle store and e-reader, contributing to the demise of traditional bookstores such as Borders.

In its effort to legitimize fan fiction, the company is establishing a model under which it acts as publisher and pays fan-writers between 20 and 35 percent of sales, depending on length.

"There's probably not an author/fangirl alive who hasn't fantasized about being able to write about her favorite show," budding novelist Trish Milburn enthused on Amazon's website. "The fact that you can earn royalties doing so makes it even better."

Madrid's Catholic Church says it needs exorcists

MADRID (AP) ? The Catholic archdiocese in Madrid says it needs more exorcists to help some of its faithful cope with the devil.

An archdiocese spokeswoman said Friday that Madrid only has one exorcist priest and that it is considering a plan to train more. She spoke on condition of anonymity in keeping with archdiocese policy.

"The devil exists. That's a fact," she told The Associated Press.

Only a priest authorized by a bishop can perform an exorcism and the brief rite involves blessings with holy water, prayers and an interrogation of the devil by the exorcist during which the demon is asked to leave the victim.

ReligionenLibertad, a Catholic website, blames the growing secularization of Spanish society for what it calls an increase in people asking for help with their demons.

Death penalty reprieve in Colorado: what it could mean for James Holmes

Colorado Gov. Hickenlooper called off the execution of a death row inmate, firing up the death penalty debate and potentially complicating the prosecution of alleged Aurora shooter James Holmes.

Colorado Gov. John Hickenlooper has called off the execution of one of the state?s three death row inmates, churning new debate over the wrenching issue of capital punishment as the state prepares for the trial next year of accused Aurora movie theater shooter James Holmes.

?Our system of capital punishment is imperfect,? he told reporters gathered Wednesday outside the state capitol. ?There?s inherent inequity at a level of punishment that really does demand perfection.? ??

In an executive order granting a ?temporary reprieve? to Nathan Dunlap, who was convicted of murdering four people in a suburban Denver restaurant in 1993, the governor wrote that ?death is not handed down fairly? in the state and cited national and international trends toward abolition of the practice.

The death penalty is an issue that Governor Hickenlooper, a Democrat, has dodged deftly until now ? and with good reason. For a governor who ran as a moderate in 2010, he has already been dragged leftward on a laundry list of social issues: the legalization of marijuana, civil unions, and, most visibly, gun control. That?s caused rising unease in a state that, while recently slanting leftward, retains a strong conservative base.?

Now, with Wednesday?s executive order, which will be in force unless revoked by another executive order, the governor has set himself up for an emotional confrontation with conservatives in next year?s gubernatorial race.

Republican Attorney General John Suthers, echoing sentiments?expressed by many prominent conservatives in the state, said in a statement that Hickenlooper ?has proven to be uncomfortable confronting the perpetrators of evil in our society.?

The governor's announcement also circles back to what has become one of the most unexpected political challenges of his term in office: the aftermath of last summer?s Aurora shooting.

Although his order was specifically targeted at Mr. Dunlap, it will throw a wrench into the prosecution of Mr. Holmes, says Karen Steinhauser, a former prosecutor and Colorado defense attorney. ?

?When the prosecution seeks the death penalty, they need to be able to say to the victims and to themselves that there is a real likelihood the execution they?re seeking will take place,? she says. ?Now that notion is in limbo.?

Like many states, Colorado balances in a shadowy no-man?s land on the death penalty issue. The practice is technically legal, but has only been used once since 1967. In March, the Colorado House of Representative's Judiciary Committee voted against a repeal of the practice after the governor implied that he would veto the bill.

In granting Dunlap a reprieve, however, Hickenlooper noted that his decision was based on the ethical implications of the death penalty in general.

?My decision to grant a reprieve to Offender No. 89148 is not out of compassion or sympathy for him or any other inmate sentenced to death,? he wrote. ?It is a legitimate question about whether we as a state should be taking lives."

The governor also cited the ?arbitrary nature? of who receives a death sentence in the state. Of the three men who currently sit on Colorado?s death row, all were convicted of murders in a single Denver suburb, Aurora, which was also the site of Holmes? alleged rampage last July. ?

In many ways, the governor?s reprieve for Mr. Dunlap simply holds the status quo. He is not calling for the abolition of the death penalty, experts note, nor is he even granting Dunlap permanent clemency. If Hickenlooper is ousted from his seat in next year?s election, the next governor is free to reverse his decision on the case.

At the same time, the reprieve will likely be a deterrent to future death penalty prosecutions in the state, says Sam Kamin, a University of Denver law professor who coauthored a study on the death penalty cited by the governor in his executive order.

Hickenlooper?s action, he says, ?makes clear that Colorado will not be executing anyone anytime soon.?

Small Business Spotlight: Wichita Pottery offers space for artisans ...

The Secret Gallery isn?t so secret anymore.

Jill Houtz abandoned that name for her pottery school, studio and gallery a couple of years ago after the facility became a well-known home for Wichita?s established and aspiring potters.

?When we started, we weren?t going to be ?out there,??? Houtz said. ?But more and more people were interested.?

Today, her place at Second and Meridian is known as Wichita Pottery. Passers-by have probably noticed improvements to the exterior, from water-blasted brick walls to a whimsical ?shard yard ? where all our sorry pots go to rest in pieces,? Houtz said.

There have been changes inside as well. Houtz and her husband, Ronn, bought the property next door to provide more parking and a space for outdoor kilns, bringing the entire space used by Wichita Pottery to about 3,500 square feet.

More recently, they bought a used, 3,800-pound gas kiln from a university in Montana. It should be up and running in a few weeks.

Houtz, a former assistant administrator at Boys Town in Omaha, moved here when Ronn took a job as capital projects manager for Cargill in 2000. The couple left behind a family support system that had helped care for Kent, their special-needs adult son, so Houtz wasn?t looking for a job outside the home.

Instead, she opened the Secret Gallery in 2003, only a few years after starting pottery classes herself at City Arts. The family lives upstairs in a building that was a grocery store from the 1930s to the 1970s and then housed several other businesses. Kent, decked out in University of Kansas gear, is a familiar face at the studio.

Initially, the gallery was just going to be a place for Houtz and other potters to make and sell their work. They still do that, but Houtz added classes after sensing a demand in the community.

Today, Houtz and six other instructors offer courses in basic hand building, in which participants fashion coffee mugs and other useable objects; sculpture classes, which use more advanced techniques to create artwork; and throwing classes, in which students learn to use a potter?s wheel. There are children?s classes on weekends, special workshops and occasional sales of student work.

Houtz said her instructors take more of a coaching style than the more common demonstration style of teaching pottery.

?We try to coach at the level of a person?s ability,? she said.

For skilled potters, memberships are available, allowing them unlimited studio and kiln time within regular business hours.

Jennie Lane, a member who was using a potter?s wheel Tuesday, said she started classes at Wichita Pottery two years ago ?on a whim ? a desire to make things.?

?Best thing I?ve done for myself in a long time,? said Lane, who was making commemorative bowls and plaques for another of her interests, the Wichita Rowing Association. ?It?s an exceptional studio, probably one of the best in the country.?

A few minutes later, another member popped in to glaze a piece of pottery during his lunch hour.

Classes are $50 a month for four two-hour sessions. Memberships are $60 a month, a price potters are willing to pay because of the ?equipment intensive? nature of the hobby, Houtz said.

Wichita Pottery has three electric kilns. Members who had been encouraging Houtz to acquire a gas kiln found one advertised online. It cost more to ship it from Montana to Wichita than the actual price of the kiln.

?It can do some things that an electric kiln can?t,? Houtz said. ?It pulls different metals out of the clay as it bakes and creates a different look in the glaze. It?s kind of technical.?

Ronn Houtz oversaw the building of an addition to house the kiln, with the last wall going in after forklifts placed the kiln inside.

The basement is used to mix chemicals utilized in glazes. A lot of space is devoted to shelves to store the work of students and members, including a Shelf of Fame for particularly good work.

There?s a patio equipped with a barbecue grill, too.

?That?s for parties,? Jill Houtz said. ?We?ve never tried to barbecue a pot yet.?

Tech Giant SAP Recruiting Autistic Workers

Autism advocates are praising a German software company for its plan to hire people with autism as software testers, programmers and data quality assurance specialists.

SAP, which employs more than 65,000 people worldwide, said it sees a "potential competitive advantage to leveraging the unique talents of people with autism, while also helping them to secure meaningful employment." It will partner with Specialisterne ? Danish for "The Specialists" ? to recruit people on the autism spectrum.

"By concentrating on the abilities that every talent brings to the table, we can redefine the way we manage diverse talents," SAP executive board member Luisa Delgado said in a statement. "With Specialisterne, we share a common belief that innovation comes from the 'edges.' Only by employing people who think differently and spark innovation will SAP be prepared to handle the challenges of the 21st century."

Children With Autism 'Fall Off the Cliff' After Graduation

Autism affects one in 50 children, according to the U.S. Centers for Disease Control and Prevention. And while many children often qualify for special services, advocacy groups say adults often struggle to find the support they need.

"There's a significant need to provide better services and more support for children with autism transitioning into adulthood," said Peter Bell, executive vice president for programs and services at Autism Speaks. "We're thrilled that a major global company such as SAP has made this kind of announcement, which sounds like firm commitment to really address a major need in the autism community."

"We're looking forward to seeing how this plays out and whether other companies follow suit," Bell added.

For Specialisterne, a company that primarily employs people on the autism spectrum, the SAP partnership is an important first step in changing the perception of autism as a disability in the workforce.

"We are very excited by this opportunity to enable SAP global access to a huge pool of untapped talent and therefore, help strengthen SAP's position as a global leader in innovation," Specialisterne founder Thorkil Sonne, who has a son with autism, said in a statement. "The partnership will position SAP as thought leader and motivate the ecosystem to follow its example."

The partnership will help overcome one of the biggest obstacles for a person with autism in search of a job: the interview.

"Oftentimes it requires what we call 'soft skills,' like the ability to interact and communicate, and those might not be the skills necessary for the job," said Bell. "I think having someone in the middle to help facilitate the process and prequalify people could be very helpful."

Anka Wittenberg, SAP's chief diversity and inclusion officer, called the hiring plan a "win-win" for the company and the autistic community, stressing that a diverse workforce boosts innovation among employees. And in her experience, people with autism tend to boost morale, too.

"Autistic people don't understand sarcasm and they always speak the truth. Well, really everybody likes that," she said, describing a pilot project conducted last year in Bangalore, India, that served as inspiration for the new hiring plan. "It really helped to improve the climate and culture in the team. The turnover rate went down, employee engagement went up, and we got really positive feedback."

SAP plans to roll out their hiring plan in Germany and extend it to North America later this year. They hope to have people with autism make up 1 percent of their workforce by 2020.

"We're creating win-win situations, and that's what sustainable," Anka said.

The secret lives (and deaths) of neurons

May 23, 2013 ? As the human body fine-tunes its neurological wiring, nerve cells often must fix a faulty connection by amputating an axon -- the "business end" of the neuron that sends electrical impulses to tissues or other neurons. It is a dance with death, however, because the molecular poison the neuron deploys to sever an axon could, if uncontained, kill the entire cell.

Researchers from the University of North Carolina School of Medicine have uncovered some surprising insights about the process of axon amputation, or "pruning," in a study published May 21 in the journal Nature Communications. Axon pruning has mystified scientists curious to know how a neuron can unleash a self -destruct mechanism within its axon, but keep it from spreading to the rest of the cell. The researchers' findings could offer clues about the processes underlying some neurological disorders.

"Aberrant axon pruning is thought to underlie some of the causes for neurodevelopmental disorders, such as schizophrenia and autism," said Mohanish Deshmukh, PhD, professor of cell biology and physiology at UNC and the study's senior author. "This study sheds light on some of the mechanisms by which neurons are able to regulate axon pruning."

Axon pruning is part of normal development and plays a key role in learning and memory. Another important process, apoptosis -- the purposeful death of an entire cell -- is also crucial because it allows the body to cull broken or incorrectly placed neurons. But both processes have been linked with disease when improperly regulated.

The research team placed mouse neurons in special devices called microfluidic chambers that allowed the researchers to independently manipulate the environments surrounding the axon and cell body to induce axon pruning or apoptosis.

They found that although the nerve cell uses the same poison -- a group of molecules known as Caspases -- whether it intends to kill the whole cell or just the axon, it deploys the Caspases in a different way depending on the context.

"People had assumed that the mechanism was the same regardless of whether the context was axon pruning or apoptosis, but we found that it's actually quite distinct," said Deshmukh. "The neuron essentially uses the same components for both cases, but tweaks them in a very elegant way so the neuron knows whether it needs to undergo apoptosis or axon pruning."

In apoptosis, the neuron deploys the deadly Caspases using an activator known as Apaf-1. In the case of axon pruning, Apaf-1 was simply not involved, despite the presence of Caspases. "This is really going to take the field by surprise," said Deshmukh. "There's very little precedent of Caspases being activated without Apaf-1. We just didn't know they could be activated through a different mechanism."

In addition, the team discovered that neurons employ other molecules as safety brakes to keep the "kill" signal contained to the axon alone. "Having this brake keeps that signal from spreading to the rest of the body," said Deshmukh. "Remarkably, just removing one brake makes the neurons more vulnerable."

Deshmukh said the findings offer a glimpse into how nerve cells reconfigure themselves during development and beyond. Enhancing our understanding of these basic processes could help illuminate what has gone wrong in the case of some neurological disorders.

Common food supplement fights degenerative brain disorders, study suggests

May 21, 2013 ? Widely available in pharmacies and health stores, phosphatidylserine is a natural food supplement produced from beef, oysters, and soy. Proven to improve cognition and slow memory loss, it's a popular treatment for older people experiencing memory impairment. Now a team headed by Prof. Gil Ast and Dr. Ron Bochner of Tel Aviv University's Department of Human Molecular Genetics has discovered that the same supplement improves the functioning of genes involved in degenerative brain disorders, including Parkinson's disease and Familial Dysautonomia (FD).

In FD, a rare genetic disorder that impacts the nervous system and appears almost exclusively in the Ashkenazi Jewish population, a genetic mutation prevents the brain from manufacturing healthy IKAP proteins -- which likely have a hand in cell migration and aiding connections between nerves -- leading to the early degeneration of neurons. When the supplement was applied to cells taken from FD patients, the gene function improved and an elevation in the level of IKAP protein was observed, reports Prof. Ast. These results were replicated in a second experiment which involved administering the supplement orally to mouse populations with FD.

The findings, which have been published in the journal Human Molecular Genetics, are very encouraging, says Prof. Ast. "That we see such an effect on the brain -- the most important organ in relation to this disease -- shows that the supplement can pass through the blood-brain barrier even when administered orally, and accumulate in sufficient amounts in the brain."

Slowing the death of nerve cells

Already approved for use as a supplement by the FDA, phosphatidylserine contains a molecule essential for transmitting signals between nerve cells in the brain. Prof. Ast and his fellow researchers decided to test whether the same chemical, which is naturally synthesized in the body and known to boost memory capability, could impact the genetic mutation which leads to FD.

Researchers applied a supplement derived from oysters, provided by the Israeli company Enzymotec, to cells collected from FD patients. Noticing a robust effect on the gene, including a jump in the production of healthy IKAP proteins, they then tested the same supplement on mouse models of FD, engineered with the same genetic mutation that causes the disease in humans.

The mice received the supplement orally, every two days for a period of three months. Researchers then conducted extensive genetic testing to assess the results of the treatment. "We found a significant increase of the protein in all the tissues of the body," reports Prof. Ast, including an eight-fold increase in the liver and 1.5-fold increase in the brain. "While the food supplement does not manufacture new nerve cells, it probably delays the death of existing ones," he adds.

Therapeutic potential for Parkinson's

That the supplement is able to improve conditions in the brain, even when given orally, is a significant finding, notes Prof. Ast. Most medications enter the body through the blood stream, but are incapable of breaking through the barrier between the blood and the brain.

In addition, the researchers say the supplement's positive effects extend beyond the production of IKAP. Not only did phosphatidylserine impact the gene associated with FD, but it also altered the level of a total of 2400 other genes -- hundreds of which have been connected to Parkinson's disease in previous studies.

The researchers believe that the supplement may have a beneficial impact on a number of degenerative diseases of the brain, concludes Prof. Ast, including a major potential for the development of new medications which would help tens of millions of people worldwide suffering from these devastating diseases.

Do You Prefer To Date A Man Who's Been Divorced Or One That's ...

In the dating scene it's almost impossible to find someone who doesn't have some baggage. Chances are he has at least one kid, has been married, or may not be the "relationship" type at all. As a woman we find ourselves making a lot of sacrifices to find love. I saw a post about a woman having a full guideline for the men she dates, some of those being that he?was between 45-55 years old and must never have been divorced. First thing that came to my mind is that in the 45-55 year old age range, finding a man who hadn't been married is almost impossible. Then I started to apply it to a younger range. Although it's not as common, would I want to date a divorcee in the 25-35 year old age range?

I'd like to start out by saying all relationships are different and there is really no way of knowing how your relationship will be based off of whether a man has been married or not. There are definitely pros and cons to dating a divorcee however. Let's discuss the pros first.?

Pro -- a divorcee will be a tad more mature when it comes to relationships. He has been through the ultimate relationship, marriage. It's assumed that he'll have a greater understanding of the sacrifices you have to make when being with someone. He'll be a little less inclined to play games. There's a con to this however, he may have a chip on his shoulder. Baggage is never fun to carry and it's certainly no fun when someone is bringing it into your relationship. There is nothing worse than a man who is scarred and bitter because his ex wronged him in some way.?

Pro -- a divorcee, especially one with children, is likely to have a sense of family and responsibility. You get the sense that you are dealing with an old fashioned man, which we don't see a lot of these days. Having children makes most people a lot more responsible and aware of things. Waking up in the morning and going to work no longer becomes something you do because you want to buy the newest shoes this weekend, it becomes something you do because you want to provide for your family the best way you can. Your priorities change. For a woman like myself, the shift in priorities is more a turn on than the amount of money, tattoos or MVP rings he has. Like always, there are cons and a con in this case could be that he just married his baby mama because he was pregnant and his immaturity was the cause of the divorce.?

The fact is, men are simple in mind and complicated in actions. You never truly know what you're going to get. I would never totally dismiss a man because he had been married before. In fact, men who have lived life and learned life's lessons are a little more valuable to me than those who've been sheltered under mom's breasts all their life. Every man is different so it is always important to take your time to get to know someone. Taking the time is a lost art in relationships these days.?

'Puppet-master' Putin advisor is shown the Kremlin door

Vladislav Surkov was once one of the president's most influential and deft advisers. His forced resignation suggests the Kremlin may be pursuing blunter ways of manipulating the political landscape.

Surkov, an influential Putin advisor who helped sculpt Russia's so-called "sovereign democracy" system, told the Moscow daily Kommersant that he had tendered his resignation on April 26, but will only discuss the reasons for his departure "when it is appropriate."

Putin's spokesman, Dmitry Peskov, suggested to the Kommersant FM radio station that he had been pushed out the door due to poor job performance.?

"[His resignation] is related to the high-priority task of implementing presidential decrees," Mr. Peskov said.

Often referred to as the "grey cardinal" of the Kremlin, Surkov's star had been falling since a massive protest movement hit Moscow streets in December 2011. It had been triggered by the near-universal allegations of electoral fraud committed by Surkov's own brainchild ? the pro-Kremlin United Russia party ? in parliamentary polls.

He was subsequently eased out of his role as Putin's deputy chief of staff and given the thankless-by-definition job of deputy prime minister in charge of modernizing Russia's economy.

"His resignation testifies to the fact that there is a real political crisis in the country. Different bureaucratic structures are at war with each other, and Russia is becoming increasingly ungovernable," says Boris Kagarlitsky, director of the independent Institute of Globalization and Social Movement Studies in Moscow. ?

"Surkov had his own vision. He tried to control the process, to reconcile different structures, and he lost," he adds.

Surkov had been a Kremlin fixture since Putin's first presidential term and is widely regarded as the chief architect of the Putin-era system of "sovereign democracy," whose basic idea is that the political system headed by Putin is the direct outgrowth of Russia's own history and public dynamics ? not an import from anywhere else ? and is therefore democracy.

Critics, and even many independent analysts, quickly substituted the more descriptive term "managed democracy."?The phrase evoked the Kremlin's aggressive role in landscaping Russia's political garden ??weeding out pesky opposition parties and independent politicians, concentrating official resources and state media attention behind the ruling United Russia party, and generally altering rules of the game to favor pro-Kremlin outcomes.?

In addition to fathering United Russia, Surkov created a bouquet of pro-Kremlin public organizations, such as the youth movement Nashi and a state-supported assembly of tame civil society groups called the Public Chamber.

Impoverished Malawi sells presidential jet for $15 million

LILONGWE (Reuters) - Malawi's luxury presidential jet, bought by late leader Bingu wa Mutharika, has been sold for $15 million to raise cash for the impoverished African country, a government official said on Wednesday.

Mutharika, who left the economy on the brink of collapse after he picked a fight with donors whose support accounted for almost 40 percent of the budget, bought the jet for $22 million in 2009. He said the plane matched his status and was cheaper than flying commercially.

Britain, Malawi's main bilateral donor, criticized the purchase and reduced its aid budget to Mutharika's government by 3 million pounds ($4.5 million) because if it.

President Joyce Banda, who took office in April last year after Mutharika died of a heart attack, made the sale of the jet a priority as she sought to repair the economic damage.

Chintu Phiri, principal secretary in the office of the President and Cabinet, told Reuters that Virgin Islands company Bohnox Enterprise Ltd had beaten three other bidders for the 14-passenger Dassault Falcon 900EX aircraft. "We have accepted their offer and we are waiting to hear from them," Phiri said.

The plane reportedly cost Malawi about $300,000 a year in maintenance and insurance.

Since taking office, Banda has also cut her salary by 30 percent, pledged to sell off 35 Mercedes Benz cars used by her cabinet and introduced a host of austerity measures.

Her early popularity has faded, however, due to an IMF-backed devaluation of the kwacha currency that caused inflation to spike to more than 35 percent a year.

Goldman exits China's ICBC, seven years and billions later

By Fiona Lau and Elzio Barreto

HONG KONG (Reuters) - Goldman Sachs Group Inc raised $1.1 billion by selling its remaining shares in Industrial and Commercial Bank of China, ending a seven-year old investment and handing the Wall Street firm a return of nearly four times its original stake.

Goldman's relationship with ICBC was similar to that of other big global financial institutions that purchased stakes in Chinese banks and insurers. While the relationship was profitable, involved some cooperation and helped Chinese lenders become some of the world's biggest banks, few products or strategic benefits emerged.

The selldown also comes at a time when Goldman, like other big Western banks, is keen to boost its balance sheet ahead of new capital requirements.

Prior to its 2006 initial public offering, ICBC was a technically insolvent state institution, reeling from the bad loans that had saddled China's financial industry.

ICBC's fortunes turned after it went public, and the bank grew along with China's economic boom. The bank's $240 billion market value is now just shy of the combined worth of J.P. Morgan Chase & Co and Barclays .

Goldman agreed to invest $2.58 billion in ICBC in January 2006, using internal funds that invest a mix of client, employee and corporate cash. With the final selldown, the last of six, gross proceeds from the sales would be $10.1 billion.

Calculating Goldman's own profit on the stake is tricky because not all of the investment came from its own balance sheet, and the cost of acquiring and maintaining the ICBC stake is unknown.

Goldman late on Monday sold 1.585 billion Hong Kong-traded shares of ICBC at HK$5.50 each, equivalent to a 2.5 percent discount to Monday's close of HK$5.64, a person familiar with the matter told Reuters. The deal, which was marketed in a range of HK$5.47-$5.50 per share, totaled HK$8.72 billion ($1.1 billion).

ICBC shares fell 2 percent to HK$5.53, compared with a 0.6 percent decline in the benchmark Hang Seng index <.hsi>.

CHINA GAME

Bank of America , Citigroup , UBS and Royal Bank of Scotland all bought into Chinese banks shortly after Goldman's deal, as Beijing prepared to float its major financial institutions on the Hong Kong and Shanghai stock exchanges.

Goldman began to sell its ICBC stake in 2009. The New York bank, like other foreign financial groups, was able to reap a hefty windfall from China holdings at the time, when cash was precious post financial crisis.

But unlike other foreign banks that sold out of China quickly, Goldman remained.

Goldman increased its pace of ICBC sales in the last few years, as banks needed to meet tougher capital requirements under the global Basel III accord, with asset sales one of the quickest ways for them to bolster their balance sheets. U.S. regulators are still in the process of finalizing how they will implement Basel III, though banks are under pressure from investors to show they can meet the requirements regardless of whether the laws have been finalized or not.

Goldman also has a securities joint venture and a 12 percent stake in Taikang Life Insurance Co.

Other foreign banks still have holdings in Chinese lenders. Among them, HSBC Plc owns a 19.9 percent holding in China's Bank of Communications Co Ltd and Spain's BBVA's has a 15 percent stake in China Citic Bank Corp Ltd .

Goldman's sale on Monday is its third in about a year. The New York-based investment bank raised $2.5 billion from a partial selldown of ICBC in April 2012, most of which was bought by Singapore state investor Temasek Holdings Ltd , and another in January 2013 worth $1 billion.

Since 2006, Goldman has reported $3.5 billion in net revenue related to ICBC in quarterly filings.

(AP) ? President Barack Obama pledged urgent government help for Oklahoma Tuesday in the wake of "one of the most destructive" storms in the nation's history.

"In an instant, neighborhoods were destroyed, dozens of people lost their lives, many more were injured," Obama said from the White House State Dining Room. "Among the victims were young children trying to take shelter in the safest place they knew ? their school."

The president added that the town of Moore, Okla., "needs to get everything it needs right away."

The White House said it had no announcement yet of a presidential trip to Oklahoma, only that Obama wants to make sure any travel he makes to the disaster area doesn't interfere with recovery efforts. Presidential spokesman Jay Carney said Homeland Security Secretary Janet Napolitano would travel to the state Wednesday to make sure state officials are getting the federal assistance they need.

Obama spoke on the disaster following a meeting with his disaster response team, including Napolitano and top White House officials. On Monday, he spoke with Oklahoma Gov. Mary Fallin and Republican Rep. Tom Cole, whose home is in the heavily damaged town of Moore, a suburb of Oklahoma City.

The president has also declared a major disaster in Oklahoma, ordering federal aid to supplement state and local recovery efforts. Federal Emergency Management Agency Director Craig Fugate was due in Oklahoma later Tuesday to ensure that federal resources are being properly deployed.

Carney said FEMA has enough funds at this time to pay for recovery efforts, but did not rule out an additional request for money from Congress in the future.

The state medical examiner's office has revised the death toll from the tornado to 24 people, including seven children. Authorities had said initially that as many as 51 people were dead, including 20 children.

Teams are continuing to search the rubble in Moore, 10 miles south of Oklahoma City, after the Monday afternoon's more than half-mile-wide twister.

The Senate, meanwhile, held a moment of silence Tuesday for the victims of the tornadoes.

How the Nokia Lumia 925 Stacks Up to the Competition

Confirming yesterday's gorgeous leaked images, Nokia's finally unveiled its newest flagship Windows Phone, the Lumia 925. And just as the photos promised, this latest Lumia incarnation comes to us in a sleek, aluminum-cased beauty of a body. Now that's all good and dandy, but the real test comes with what it's packing under the hood. Can the 925 keep up with the smartphone markets toughest competitors?

Of course, numbers are only going to tell one side of the story, and we really won't be able to get a good idea of what this phone can do until we've spent some real time with it. But as far as straight stats go, the Lumia 925 has some nice updates from its 920 predecessor to keep in line with its fellow flagships. It's now boasting an OLED display instead of the LCD that the 920 carried, so that should at least help it somewhat against its more pixel-dense companions. A slight camera improvement gives it a nice boost too, being out-megapixeled by the Galaxy S IV only. Otherwise, it's a pretty tight race, meaning the true deciding factor?as is increasingly the case?is the software that all these guts are empowering.

Singing astronaut, crew back on Earth

MOSCOW (AP) ? A Soyuz space capsule with a three-man crew returning from a five-month mission to the International Space Station landed safely Tuesday on the steppes of Kazakhstan.

Canadian astronaut Chris Hadfield, American Thomas Marshburn and Russian Roman Romanenko landed as planned southeast of the town of Dzhezkazgan at 8:31 a.m. local time Tuesday (0231 GMT; 10:31 p.m.?EDT Monday).

Live footage on NASA TV showed the Soyuz TMA-07M capsule slowly descending by parachute onto the sun-drenched steppes under clear skies. Russian search and rescue helicopters hovered over the landing site for a quick recovery effort.

Rescue teams moved quickly to help the crew in their bulky spacesuits exit out of the capsule, charred by the fiery re-entry through the atmosphere. They were then put into reclining chairs to start adjusting to the Earth's gravity after 146 days in space.

The three astronauts smiled as they chatted with space agency officials and doctors who were checking their condition. Hadfield, who served as the space station's commander, gave a thumbs-up sign. They made quick phone calls to family members and friends before being carried to a medical tent for a routine medical check-up prior to being flown home.

NASA spokesman Josh Byerly said on NASA TV by telephone from the landing site that the three returning astronauts were fine. "They look like they are doing pretty well," he said.

Hadfield, 53, an engineer and former test pilot from Milton, Ontario, was Canada's first professional astronaut to live aboard the space station and became the first Canadian in charge of a spacecraft. He relinquished command of the space station on Sunday.

"It's just been an extremely fulfilling and amazing experience end to end," Hadfield told Mission Control on Monday. "From this Canadian to all the rest of them, I offer an enormous debt of thanks." He was referring to all those in the Canadian Space Agency who helped make his flight possible.

Hadfield bowed out of orbit by posting a music video on YouTube on Sunday ? his own custom version of David Bowie's "Space Oddity." It's believed to be the first music video made in space, according to NASA.

"With deference to the genius of David Bowie, here's Space Oddity, recorded on Station. A last glimpse of the World," Hadfield said via Twitter.

Hadfield sang often in orbit, using a guitar already aboard the complex, and even took part in a live, Canadian coast-to-coast concert in February that included the Barenaked Ladies' Ed Robertson and a youth choir.

The five-minute video posted Sunday drew a salute from Bowie's official Facebook page: "It's possibly the most poignant version of the song ever created."

A three-man U.S.-Russian crew is staying on the space station and will be joined in two weeks by the next trio of astronauts.

The 2011 retirement of the U.S. shuttle fleet has left Russia's Soyuz spacecraft as the sole means to ferry crews to and from the space outpost, and the unmanned cargo version of the Soyuz, the Progress, delivers the bulk of station supplies.

The latest Progress, launched last month, suffered a glitch when an antenna on its navigation system failed to deploy, but it docked successfully at the space outpost despite the flaw.

Russia's space agency chief Vladimir Popovkin told reporters Tuesday that the failure was caused by glue that got stuck in the moving parts of the antenna's unfolding mechanism. He said that Russian engineers conducted checks on the already assembled Soyuz and the Progress ships to prevent the glitch from reoccurring.

The U.S.-based Space Exploration Technologies Corp., or SpaceX, already is making cargo shipments to the space station. Its founder and chief designer, Elon Musk, has said the company could be ferrying astronauts aboard improved versions of its Dragon capsules by 2015.

The Gatsby Test

Tobey Maguire as Nick Carraway in The Great Gatsby.

Tobey Maguire as Nick Carraway in The Great Gatsby.

Courtesy of Warner Bros. Pictures

In the weeks leading up to Friday?s release of Baz Luhrmann?s The Great Gatsby, I suffered from many of the same symptoms that the institutionalized Nick Carraway exhibits in the film: nervousness, irritability, insomnia?perhaps even a heightened propensity for drink. My anxiety level rose incrementally with each departmental meeting and office discussion that focused on the film. As my colleagues giggled with glee at their Gatsby video game, I cowered self-consciously in my cubicle. What was this stupid green light they were going on about, and why was that poor rower forever being borne back into the past?!

You see, I had a terrible secret: I have never read The Great Gatsby. I?m tempted to blame my otherwise excellent high school English teachers for this sad state of affairs; instead of Fitzgerald, we studied classics like Ethan Frome, Chronicle of a Death Foretold, and How Does a Poem Mean? However, I obviously bear some responsibility, too: I certainly could have picked up the great American novel during my English studies at a rival school of Tom Buchanan?s alma mater, or at any point since. But I didn?t. For whatever reason, Gatsby was consigned to my particular version of the list of classic books one pretends to have read while making small talk at dinner parties.?

My status as a Gatsby virgin, though personally embarrassing, proved useful to my editors, who wanted me to belatedly undergo the quintessential high school Gatsby experience. How would someone who hadn?t read the book fare on a multiple-choice quiz about the novel after viewing the film, they wondered? For that matter, could I pull off a convincing essay about Fitzgerald?s most famous work after watching the movie? ?I avoided reading commentary on the film, saw it on Friday evening, and then got to work on my assignments.

My first task was to answer 25 questions, mostly plot-related, from SparkNotes? Great Gatsby study guide. (Try it for yourself.) I expect this quiz would be a cakewalk if you had read the book?the questions were on the order of ?Who is Dan Cody???but, having not had that pleasure, I found the premises of certain questions (i.e., the ones I botched) completely confounding. ?

I earned 84 percent, not knowing details like why Gatsby dropped out of college. (Apparently he had to work as a janitor and was embarrassed? The film, as far as I can remember, is unclear about why his five-month military-sponsored stint at Oxford ended.) I was also completely oblivious to the fact that Gatsby?s father came to his son?s funeral. (The movie is quite clear that only Carraway was in attendance). Additionally, according to this quiz, Gatsby and Carraway fought in the same battle in World War I, which unless I blinked at the wrong moment, was not in the film.

For the essay portion of the test, we roped in Michael Donohue, an English teacher at Saint Ann?s School in Brooklyn (and a National Magazine Award-winning writer). Donohue provided me with a list of essay topics he routinely gives his sophomores after they read The Great Gatsby, and he kindly agreed to grade my essay as though I were a high school student who had read the book. I chose the following prompt:

Nick Carraway: Write an essay offering an interpretation of his role in this novel. Why does Fitzgerald choose to have the story narrated by a minor character? What's the effect of having the story told from Nick's perspective? To what extent is this Nick's story, and not Gatsby's? Is it a tale of his coming of age? Of his coming to realize that he belongs in Minnesota?

Gene associated with adolescent idiopathic scoliosis identified

May 12, 2013 ? Researchers from the RIKEN Center for Integrative Medical Sciences in Japan have identified the first gene to be associated with adolescent idiopathic scoliosis (also called AIS) across Asian and Caucasian populations. The gene is involved in the growth and development of the spine during childhood.

Their study is published today in the journal Nature Genetics.

AIS is the most common pediatric skeletal disease, affecting approximately 2% of school-age children. The causes of scoliosis remain largely unknown and brace treatment and surgery are the only treatment options. However, many clinical and genetic studies suggest a contribution of genetic factors.

To understand the causes and development of scoliosis, Dr Ikuyo Kou, Dr Shiro Ikegawa and their team have tried to identify genes that are associated with a susceptibility to develop the condition.

By studying the genome of 1,819 Japanese individuals suffering from scoliosis and comparing it to 25,939 Japanese individuals, the team identified a gene associated with a susceptibility to develop scoliosis on chromosome 6. The association was replicated in Han Chinese and Caucasian populations.

The researchers show that the susceptibility gene, GPR126, is highly expressed in cartilage and that suppression of this gene leads to delayed growth and bone tissue formation in the developing spine. GPR126 is also known to play a role in human height and trunk length.

"Our finding suggest the interesting possibility that GPR126 may affect both AIS susceptibility and height through abnormal spinal development and growth," explain the authors.

"Further functional studies are necessary to elucidate how alterations in GPR126 increase the risk of AIS in humans," they conclude.
